According to a POLITICO report, Apple executives claim they made multiple compliance proposals throughout 2024 but were met with silence from the EU. In an October 2024 letter, Apple complained that the Commission’s case teams indicated then-Commissioner Margrethe Vestager intended to issue a significant fine.
The EU Commission responded that its door is always open for engagement, emphasizing that Apple is responsible for compliance. They also clarified that the fine is based on Apple's previous actions and not any hypothetical compliance measures. This highlights conflicting views on the extent of Apple’s engagement with the EU during 2024.
